CARE Deutschland e.V. is looking for an Operations Support Assistant (OPS Assistant) to support the Country Office Management Team (COMT). The position is based in Bonn and is offered on a full-time basis, with the possibility of part-time employment. The contract duration is one year (ends 31.05.2027) and the position is to be filled as soon as possible. The role supports multiple Country Offices (Ukraine, Balkans, Libya, Iraq) and works closely with the Operations Support Desk Officer, the Finance and Administration Department in Bonn, and colleagues in the Country Offices.

Ziel der Stelle

The Operations Support Assistant supports the Operations Support Desk Officer and Country Offices (COs) in the efficient and compliant implementation of Program Support functions, so that the COs:
  • apply standard tools, templates and procedures
  • ensure timely and accurate operational data and reporting
  • follow compliance and internal control requirements
  • improve day-to-day operational efficiency
The position focuses on operational execution, coordination and support across finance, procurement, logistics and administration.

Ihre Aufgaben

  • Support the preparation of COMT and Country Office structural budgets, forecasts and BvA reports, ensuring completeness and accuracy
  • Maintain and update operational tracking tools (budgets, procurement, risk and audit trackers)
  • Act as advanced user of ERP systems (e.g. PeopleSoft):
    1. support Country Offices in daily system use
    2. assist in data entry, corrections and follow-ups
  • Support procurement processes for HQ COMT:
    1. create purchase requests (PRs)
    2. coordinate with Finance and external vendors
    3. track procurement processes and ensure timely follow-up
  • Support intracompany billing between HQ and Country Offices:
    1. prepare and track invoices
    2. support reconciliation of transactions
    3. assists with postings in ERP systems
  • Support audit follow-ups and implementation of recommendations
  • Support monitoring of operational risks and maintain related trackers
  • Coordinate data collection and reporting from Country Offices
  • Support the rollout of SOPs, policies, and standard templates, including preparation of guidance materials
  • Handle day-to-day operational communication with Country Offices and follow up on pending issues

Ihr Profil / Anforderungen

  • University degree in Business Administration, Finance or a related field or equivalent qualification
  • Up to 2 years of professional experience in finance, administration or operations support, preferably in an NGO environment
  • Good understanding of budgeting, financial processes and administrative procedures
  • Experience working with ERP systems (e.g. PeopleSoft or similar; experience with PeopleSoft is an advantage)
  • Strong organizational and coordination skills with a high level of attention to detail
  • Ability to work in a structured and process-oriented manner even under a certain pressure
  • Strong communication skills and ability to work with multiple stakeholders in an international environment
  • Service-oriented and proactive working style
  • Excellent English language skills (C1), both written and oral. Any additional language skills (e.g. German, French, Arabic, Ukrainian) are an advantage 
  • Residence and work permit in Germany is a must
  • Proficient use of common IT applications such as Microsoft 365 and accounting software
