Deputy Team Lead – Operations Support & Systems Country Office Management Team (m/f/d)

CARE Deutschland is looking for a dynamic, solution- and systems oriented professional to join the CARE Germany Country Office Management Team. CARE Deutschland manages currently on behalf of CARE International operational structures in Ukraine, Libya, Balkans and Iraq. The position is based in our office in Bonn (Germany) and the contract is limited to 2 years, with the possibility of extension.
Ziel der Stelle
The overall objective of the position is overseeing, strengthening, and developing of effective and quality Operations Support processes and systems.  This includes the development of frameworks, SOPs and tools and establishing efficient and effective ways of collaborating with the Country Offices and related departments and teams within CARE Germany.
This position will provide hands on support, advise and guidance to the Ops and controlling colleagues in the Country Office Management Team, connecting and coordinating with other related teams.
Ihre Aufgaben
Oversee and participate in processes:
  • Facilitate and contribute to communication, coordination and decision making on joint processes and shared responsibilities along COMT – FIVE – Country Office teams
  • Streamline and lead the Country Operation Budget process
  • Ensure risk matrix systems and risk dashboards for Country Offices are implemented and analysed regularly
  • Streamline and strengthen the BvA process in collaboration with Desks and Project Controlling
  • Lead the definition of Ops Strategic Action Plans per Country Office
  • Ensure MARCO reports on Country Office burn rate and pipeline dashboards are updated and analysed regularly by Country Offices, the Ops Support Desks and relevant team members
  • Ensure CARE’s common cost allocation policiy is implemented across Country Offices
  • Lead the development and oversee Grant compliance Kick off and closure processes in collaboration with Desks, controlling and Ops Support Desks
  • Streamline and ensure the standardized application of Go No Go processes in collaboration with Desk Officers and other relevant team members
  • Oversee and advise on financial reporting and compliance with donor regulations as well as with CARE financial and procurement policies
  • Participate in the development and roll out of a knowledge management & award management system
 
Policy development support and roll out
  • Work closely with and provide support to FIVE and Ops Support Desks in developing Country Office related Ops policies
  • Lead the roll out of new policies and ensure COs have relevant support and means to implement policies
  • Ensure regular coordination end exchange mechanisms across COMT Ops – FIVE – CO Ops
 
Support to partnerships
  • Provide advise and problem solving guidance to Country Offices and Ops Support Desks in strengthening Ops procedures and compliance for local partnerships
  • Provide support in developing and strengthening Ops systems within local partner organisations where needed, including training
  • Oversee quality implementation of due diligence processes and analysis
  • Support the development of partner capacity assessments and capacity building plans
 
Team management
  • Provide technical and operational management to Ops Desks and PCs
  • Provide day to day support, feedback, guidance and problem solving
  • Ensure regular planning, coordination and exchange mechanisms and meetings
  • Define and implement individual action plans
  • Advise Ops Desks in their day to day coordination with Ops colleagues in Country Offices
  • Provide temporary backup and coverage for the Country Office Management Team Lead as required
 
 
 
Ihr Profil / Anforderungen
  • Degree in financial management, business administration, logistics, humanitarian program coordination or other relevant field
  • Extensive senior level work experience in an international organization in the humanitarian or development sector
  • Strong knowledge in donor compliance, budget management, procurement systems and project management standards within the NGO sector
  • Demonstrated experience in developing and overseeing systems, processes, SOPs and management tools
  • Adaptable and eager to dive into new topics and thematic areas
  • Strong English speaking and writing skills. German, Ukrainian or Arabic an asset
  • Strong ability to organize and structure work packages and processes, delegate tasks and monitor progress
  • Highly agile and adaptable, out of the box thinking, creative and pragmatic
  • A strong team player with the ability to connect to people and maneuver sensitive stakeholder relationships with diplomacy
